As part of its efforts to build capacity in sustainable water resources management, Hisaar Foundation developed a policy paper on Transforming Karachi Water and Sewerage Board (Karachi’s single water utility) which proposed a new model of governance for the water utility. To roll out this paper, a consultation session was organized with civil society and management of Karachi Water and Sewerage Board as a part of the proceedings of the 14th meeting of the Think Tank on the Rational Use of Water. The consultation session featured talks by Mr. Zohair Ashir, the author of the paper and Mr. Asadullah Khan, Managing Director of Karachi Water and Sewerage Board. Both gentlemen gave their views and insights on the urban water management issues and challenges, especially in terms of governance of water institutions and utilities. The paper proposes that the way forward for KWSB was the adaptation of amended model of public private partnership — Government Investor Public Partnership (GIPP) which allows ownership and interest of the government, operating and management role for an investor with reasonable return on investment and representation of publicly elected city officials on the Board of the entity.
